Position: Procurement Manager
Location: Leicester, Leicestershire
Job Type: Full Time, Permanent
Hours: 37 hours per week
Salary: £30,180 - £31,938 per annum

About the role:
Providing advice to the Force on appropriate procurement procedures and contract management. Analysing expenditure data to monitor compliance with financial regulations, contract standing orders and EU procurement regulations. Undertaking of procurement processes including writing and quality assurance of specifications, advertising contract opportunities, analysis and evaluation of tenders and writing recommendations and contractual documents.
Managing contracts and supplier performance, and resolving disputes. Management and maintenance of electronic procurement systems. Management of support functions within the Procurement and Support Services department.
About you:
- Hold GCSE grade C` or equivalent in English Language and Maths and / or be able to demonstrate experience of working to that standard
- Hold a CIPS Graduate Diploma or studying towards it, or equivalent degree or qualification, and hold CIPS membership
- Significant experience of working within a procurement environment
- Experience in a role where you have had to advise budget holders and senior managers in respect of procurement and undertaking and managing tender processes
- Experience of managing suppliers and contracts
- Demonstrate a sound knowledge of UK contract law and EU directives relating to procurement legislation
- Previous experience with performance management, resource planning, setting and monitoring employee objectives and completing performance appraisals, motivation, and recruitment selection
- Demonstrate proven ability to work on own initiative and prioritise workload
- Excellent communication and interpersonal skills including written communication and management report writing skills
- Proven track record in problem solving
- Computer literate with a good working knowledge of Microsoft Outlook, Word and Excel
Desirable:
- Experience of procurement within the public sector
- Experience of business planning and the development of key performance indicators
- Project management experience
- Working knowledge of e-tendering and contract management systems
