JOB PURPOSE:
To procure all forms of private sector and leased accommodation for homeless families and single people in relation to the prevention of homelessness and for all temporary and other accommodation schemes as required.
To acquire private sector properties for use by customers accessing the private rented sector. Visiting, inspecting, and negotiating directly with landlords and agents and to hand back properties to owners in a timely and cost-effective manner.
To procure accommodation for vulnerable households, including households having no recourse to public funds, as an interim measure while alternative appropriate solutions are explored.
To monitor the performance of temporary accommodation providers and managers and enforce relevant contracts or service level agreements to ensure effective procurement and management of the stock.
To check and validate invoices for the payment of providers and managers under contract to ensure proper financial control and the timely discharge of the Councils liabilities.
To work with the Property & Place Manager, Social Lettings Agency Manager, Senior Property Procurement Officer and other relevant staff on a procurement strategy to ensure sufficient stock is available to meet housing demand.
To ensure that all properties meet Health and Safety requirements and legislation and that information relating to Health and Safety is updated on necessary systems.
DESCRIPTION OF DUTIES:
To maintain a knowledge of relevant legislation and Council policy on matters including the management of accommodation, health and safety, security of tenure, the enforcement of contracts, the Councils duties to homeless households, asylum seekers and other persons from abroad and other related legislation relevant to the post, monitoring and keeping abreast of property listings, trade journals, and relevant literature to remain knowledgeable about property markets.
To undertake project work, including detailed research and negotiation, and lead as required on schemes for the acquisition of properties, including Private Sector
Leasing, Housing Association Leasing Schemes, private rented accommodation, Rent Deposit Schemes, Empty Dwellings initiatives and any new schemes that are started as a result of legislative changes.
To negotiate and liaise with accommodation providers, agents, managers, housing associations, and other professional and statutory organisations on behalf of the Council to ensure a supply of suitable accommodation on reasonable terms, developing a working network of solicitors, referencing agencies, partner services to whom clients may be referred as appropriate.

Qualifications:
No formal qualification required but minimum of 2 years property lettings experience required
Knowledge & Experience:
An ability and knowledge to carry out site property inspections to evaluate the suitability of properties.
A working knowledge of housing law relating to security of tenure, the responsibilities of landlords, and the provision of temporary accommodation for homeless households, RICS and ARLA Guidelines and procedures
