MAIN PURPOSE OF THE JOB
To lead and manage the functions needed for the management of the Councils operational services and its related assets, ensuring that Tower Hamlets is a great place to live and prosper. This includes:
1. Responsibility for maintaining an overview of service performance in compliance with all relevant legislation and codes of practice; initiating action as necessary.
2. Managing the delivery of efficient and effective street scene services, keeping the service up to date and leading on all service developments.
3. Being Head of Service; and to exercise delegated powers and be the principal advisor on street scene, parks and markets operations, including reviewing, developing and implementing policies and strategies across the service.
4. Ensuring that the services managed remain relevant and deliver value for money in accordance with Council policies and strategies, through the delivery of the annual service plan, service reviews and action plans.
5. Establishing and maintain excellent internal and external relationships with stakeholders in order to facilitate the work of the services provided and to enhance the Councils image. To represent the Council on national and regional professional forums.
DUTIES & RESPONSIBILITIES
1. To deputise for the Divisional Director, Public Realm in the post holders own areas of responsibility and in conjunction with other members of the Divisional Management Team, and be jointly responsible for the leadership and strategic management of the division as a whole.
2. To ensure management information systems are in place to provide performance data which meets current and future service needs.
3. To monitor service performance and identify areas requiring action; reporting issues with recommendations to the Divisional Director.
4. To be responsible for managing service developments and identifying areas for improvement; ensuring their effectiveness so that the anticipated benefits are realised.
5. To be responsible for the production of the annual service plan in accordance with Council strategies and objectives.
6. To ensure service budgets are effectively managed and services continue to deliver budgetary targets.
7. To ensure service continuity plans are in place.
8. To be responsible for ensuring effective communication with all stakeholders and that the service profile meets the highest expectations.
9. To direct, manage and coordinate the work of staff teams in the provision of the following services:
Development and monitoring of waste and street cleansing
Development of market operations
Development of parks and grounds maintenance services
Waste monitoring and enforcement
10. To ensure the services managed remain relevant, efficient and fit for purpose through reviews and action plans.
KNOWLEDGE AND EXPERIENCE
Detailed and practical understanding of policy, legislation and practice relating to waste management, street cleansing, markets, enforcement, parks & open spaces
Up to date knowledge of effective management technique, including management of large budgets
Knowledge of relevant Government policies relating to operational services
Strong understanding of the structure and the workings of local government and other agencies involved in street scene services.
Proven record of developing and delivering strategic plans that are outcome focused.
Ability to identify commercial opportunities, and identify and deliver efficiencies across the services.
Proven track record of effectively managing large projects
Experience of managing responsive services which support and meet the needs of individuals, communities and Elected Members
Evidence of successful partnership working to deliver outcomes
Significant experience of managing a large workforce to deliver outcomes
Experience of working with the public and elected Members.
Achieving Results
Ability to plan, programme, deliver and monitor projects and programmes of work, in line with agreed timescales and outputs; ability to contribute to cross-service/agency projects.
Good organisational skills and be capable of achieving agreed deadlines and targets, whilst staying motivated and focused.
Clear verbal and written communication skills to write reports for statutory purposes, particularly case recordings.
