Our unique Highways environment in Staffordshire provides an opportunity for an experienced Network Planner to develop and lead on long-term planning of major works investment schemes.
The Network Planner will be responsible for the effective co-ordination, planning, programming of all highway, utility and developer asset investment schemes. In addition, the Network Planner should have great knowledge to ensure compliance with the Network Management Duty, including all obligations associated with the New Roads and Street Works Act (NRSWA).
What will this role involve?
Development and maintenance of a holistic annual programme for Staffordshire, from highway, works to major events and utility and developer programmes to allow effective early engagement with affected stakeholders
Assessment, approval, and monitoring of highway consents including permits, licences, notifications, temporary traffic regulation orders and other traffic management assessments e.g. Highways Act 1980, NRSWA 1991, TMA2004, TSRGD
Facilitation of Staffordshire co-ordination meetings and attendance at regional co-ordination meetings/ HAUC
Development and maintenance of positive working relationships with internal and external customers, organisations, local communities, councilors, neighbouring authorities and other stakeholders
Provide advice on the requirements of the Network Management Duty under TMA 2004
What are we looking for?
A professional qualification at HNC level and a minimum of two years experience of streetworks and roadworks (NRSWA 1991) or significant experience in a highway service environment
Significant knowledge of the Traffic Management Act 2004, the New Roads and Streetworks Act 1991 and the Highways Act 1980 and all associated codes of practice and other relevant highway legislation
Good communication skills and experience of challenging, influencing and negotiating with both internal and external customers partners and stakeholders to reach desired outcomes
Proven ability to develop and maintain positive relationships with internal and external customers including contractors, developers, stakeholders, County, District and Parish Councillors and members of the public
Self-motivated and proactive in delivering solutions
Ability to exercise sound judgement in non-routine and pressured situations
Commercial awareness
Proven record of excellent planning and organisational skills
Problem solving, able to positively challenge blocks and barriers to change and improvement, supporting and contributing to required change
Must be IT literate, with experience of relevant streetworks systems e.g. Confirm, Exor, Symology or similar, and geographic information systems (GIS)
